Issue running VIPM on vm

Greetings - Fresh install of Labview on a ARM windows 11 VM running on a mac M1 Processor. When I try to run VI packagemanager I get an error:

Hex (0x464) VI is not loadable

In a built application, this error might occur becuase the VI being loaded was last compiled for a different OS or with CPU features, such as SSE, that this target does not support.........This error can also occur if the vi is a polymorphic VI, which can not be loaded in the labVIEW run-Time Engine.

An error occured loading VI :"VIPM Main File Launch Handler.vi" LabVIEW load error code 57. This VI was compiled on a plat form with CPU features.

During install the error occurs on the Update Registry.vi .

I have uninstalled and reinstalled the application a few times.
