Update to work on RT Target in Project

Currently the message maker errors out when attempting to make a message for an actor in an RT target. Update the tool to allow for message creation under any target in the project.

Hope Harrison It looks like there is already an issue created for this problem in the public repo and Q even has a suggested solution for this (https://gitlab.com/mgi/labview-tools-network/af-message-maker/-/issues/3). I will see if I can work on this as time allows.
