Make execution of all VIs shared clone reentrant execution

Currently the reentrancy for all VIs are set to non-reentrant execution, which does not allow for parallel execution. If execution of all VIs was changed to shared clone reentrant execution then it would allow parallel execution of simultaneous calls to the VIs, and thereby higher performance when communicating with different VISA resources as this could be done in parallel.
