When Building Installers, VI Package Manager Runtime Engine Required, but Not This Version

Suddenly I cannot build installers because "System Components" cannot be found that should reside in the VI Package Manager Runtime Engine media. I found a reported fix that provides a download for 19.1.3, but this is not the right version, and there is no indication which version is required. I assume it must be a newer version that is needed, but there is nowhere to download these.
