Add example of handling System.ComponentModel.Win32Exception (LabVIEW 1172 error)

My observations show that if I want to run an exe that is not in the PATH in a new process and I do not provide the full path to the exe, no matter what I have in the working dir I get an error 1172. It would be worth to somehow document (preferably add an example) with such a case. The error returned says nothing about the problem and as a result makes debugging difficult.
